The 4 signals platforms actually check
- IP reputation. Has this IP been seen scraping, spamming, or logging into fifty accounts this week? Free list IPs carry a public criminal record.
- IP type. Datacenter and known proxy ranges score differently from household broadband. A "dynamic IP" that is really a hosting IP is flagged on arrival.

Why free dynamic proxies fail all four
Free list IPs are shared with the entire internet, so their reputation is destroyed before you touch them. Most are datacenter or compromised-device exits, not household broadband.
