Why German sites are aggressive with non-local IPs
Try to pull prices from Otto, MediaMarkt, or idealo from a US data-center IP and you will hit a wall within minutes. German e-commerce is heavily geo-gated, and Amazon.de serves a different catalog and different results depending on where the request comes from. Even Google.de reshuffles the SERP by location. If your IP is not German, you are not seeing what a German user sees.

What a German residential IP actually buys you

GDPR is a separate problem from proxy choice
Here is the part people confuse. A German residential IP does NOT make your scraping GDPR-compliant. The proxy solves access. GDPR governs what you do with personal data after you get it. Using a residential IP to appear local is fine. Scraping and storing names, emails, or other personal data without a lawful basis is a different question entirely.
In practice that means collect only what the job needs, avoid personal identifiers, document a lawful basis if you touch anything personal, and do not assume a residential IP equals permission to hoover up data. The two layers travel together but they are not the same control.
